Rwanda Launches 2024 Creative Grants Initiative to Support Local Filmmakers

The Rwanda Film Office (RFO), under the Rwanda Development Board (RDB), has officially launched the 2024 Creative Grants Initiative to bolster the country’s film and creative industry. This program, introduced in 2019, is part of Rwanda’s broader strategy to position itself as a premier film destination on the African continent.

Funding Opportunities

The initiative offers substantial financial support to Rwandan filmmakers, with a total budget of €360,000. It includes:

  1. Production Support: Two grants of €100,000 each for feature-length films, documentaries, or series in development.
  2. Post-Production Support: Two grants of €80,000 each for projects requiring completion assistance.

Eligibility and Requirements

Eligible applicants must be Rwandan production companies or film-related NGOs, established for at least two years. Projects must reflect Rwandan culture and demonstrate international potential, with female filmmakers especially encouraged to apply. Key criteria include quality scripts, a robust production strategy, and a strong artistic team.

Applicants must submit comprehensive proposals, including advanced scripts, mood boards, cast and crew details, and financing plans. For post-production support, at least 15 minutes of edited footage must be provided.

Timeline

Applications open on December 11, 2024.

Submission deadline: January 11, 2025.

Laureates will be announced on February 8, 2025.

Projects must be completed by November 15, 2025.

International Collaboration

The initiative benefits from partnerships with the Organisation internationale de la Francophonie (OIF) and funding from the ACP-EU Culture Programme. It prioritizes co-productions between Rwanda and other African, Caribbean, and Pacific (ACP) countries.

Focus on Accountability

RFO ensures accountability through stringent financial and progress reporting requirements. Laureates must collaborate with RFO-assigned accountants and submit detailed cost reports to verify expenditures.

A Step Towards a National Film Fund

The annual grants serve as a precursor to Rwanda’s envisioned National Film Fund. Insights from the initiative will help shape the fund, further supporting local productions and attracting international film projects.
