In her opening address, Deputy Inspector General of Police (DIGP) Jeanne Chantal Ujeneza, who oversees Administration and Personnel, emphasized the detrimental effects of corruption when combined with security risks. She highlighted that such actions jeopardize the safety of the state, benefiting only a select few while draining public funds.
DIGP Ujeneza stressed the importance of ethical conduct and professional values in combating corruption, asserting that leaders must set an example and ensure adherence to ethical standards among their subordinates. She underscored the need to cultivate a culture of integrity and accountability within the force for sustainable development.
“One corrupt individual can trigger a series of events that undermine national security and stability,” remarked DIGP Ujeneza, urging participants to engage in the comprehensive discussions planned for the next five days.
The seminar offers a platform for strategic planning and management of anti-corruption efforts, focusing on crucial aspects such as ethics and professional values. DIGP Ujeneza emphasized the necessity of developing comprehensive anti-corruption strategies encompassing preventive, investigative, and enforcement measures.
Dr. Rogers Koranteng, Head of Public Sector Governance at the Commonwealth Secretariat, commended Rwanda for its status as one of Africa’s safest countries with minimal crime rates. He stressed the importance of equipping law enforcement agencies with updated skills and knowledge to tackle evolving challenges in a technologically advanced world.
“Effective leadership is essential for organizational effectiveness. It fosters positive organizational cultures, enhances motivation, and guides organizations towards achieving productive outcomes,” noted Dr. Koranteng, emphasizing the crucial role of senior management in leading the fight against all forms of crime.
