Seychelles has turned to Rwanda for assistance in training its correctional officers to enhance its correctional services.
During a visit to the Rwamagana Training School in Gishari on September 25, Seychelles’ Prisons Commissioner General Janet Georges expressed the need for Rwanda’s expertise. “In Seychelles, we need Rwanda’s assistance to train our officers and instill the discipline we have seen here,” she said.
Georges highlighted the absence of a dedicated training school for correctional officers in Seychelles, which has hampered efforts to maintain inmate discipline and provide effective rehabilitation. “We hope to move forward together and receive the support to equip our officers, who will help our inmates,” she added.
Rwanda’s Correctional Service (RCS) has developed various rehabilitation programs over the years, focusing on interpersonal skills, conflict management, mental and physical wellness, substance abuse recovery, human rights awareness, and family dynamics.
Georges met with RCS Commissioner General Evariste Murenzi during her visit. Seychelles has struggled without a formal training facility, which has affected its ability to maintain order and hindered inmate rehabilitation. Georges noted that this gap complicates the reintegration of inmates into society.
“Our training includes modules on human rights, ethical conduct, conflict management, and inmate rehabilitation, along with physical fitness and security operations,” said Superintendent Tony Mutuyimana, Chief Instructor at the Rwanda Correctional Service Training School. He added that the Rwamagana facility offers courses for new recruits, junior officers, and specialized training for peacekeeping missions.
By adopting Rwanda’s correctional model, Seychelles aims to improve officer discipline and enhance inmate rehabilitation. This partnership could lead to the establishment of a formal correctional training program in Seychelles, addressing significant challenges in prison management.
Commissioner General Georges praised Rwanda’s achievements and emphasized Seychelles’ commitment to collaborating with Rwanda Correctional Services to strengthen the capabilities of Seychellois officers.
